While it will be the first World of Outlaws STP Sprint Car Series event at Elko Speedway, it’s far from the first race on dirt at the semi-banked oval. Track owner Tom Ryan said Elko Speedway is covered in dirt each fall to end the season and begin the ensuing season. A variety of events are held on the dirt before it is pealed for the pavement season.
“We do it all the time,” Ryan said. “It’s not so much a new thing for us to have dirt on our track, but to have the World of Outlaws is certainly huge.
“We’ve had nothing but success on dirt. It really, truly is a progressive banking. For sprint cars, there are three full grooves all around the track. They can run low. They can run high. They can run a diamond pattern. We see it all.” Hmmmm..... - John Dagys/SPEED.com wrote:

Announced last June but nearly three years in the making, the 2014 LMP1 regulations are set to revolutionize the way manufacturers design, build and compete in the highest form of prototype racing.
With effectively an open rule book for engine choice, along with critical safety improvements and performance incentives for privateers, the new generation of prototypes are set to be a game changer within the sport. And it’s coming at a very opportune time.
Having spent months of research and talking to the key players involved, SPEED.com takes a closer look at the future regulations and it’s potential impact on sports car racing worldwide.
THE FUNDAMENTALS
In 2014, the LMP1 category will see a new wave of prototype machinery with the focus of increased efficiency. All new cars in the class will be closed-top with a reduced minimum weight (50-70 kg) and overall width (-10cm) compared to current 2012-spec prototypes.
The biggest change, however, comes with the powerplants, as manufacturers now have free engine choice, with no restriction on size and displacement. Previously, up to 3.4-liter V8s were allowed for normally aspirated engines, while four-cylinder and V6 turbos were also seen in action.
The complete freedom in engine choice is thanks to the introduction of fuel flow meters, a device that replaces air restrictors, which had controlled power output on all ACO-homologated powerplants (more on fuel flow meters below).
Energy Recovery Systems (ERS) will supplement conventional powertrains in all factory LMP1 cars, while privateers will have the choice to run with or without a hybrid system. While there is also freedom in the choice of hybrid systems (mechanical/flywheel, electrical, super-capacitor, etc), a maximum of two ERS systems will be permitted per car.
Tying this all together is a new energy efficiency index that limits fuel allocation per lap of Le Mans, in decreasing amounts based on the size of a car’s ERS system. Four different-sized hybrid systems, each producing either 2MJ, 4MJ, 6MJ and 8MG of energy, will be allowed.
All of the data corresponds to a lap around the 8.5-mile Circuit de la Sarthe, with numbers to be calculated for each respective circuit. Current hybrids produce between 2-4 MJ per lap at Le Mans.
Under the new regs, the ACO claims the most efficient powertrain will be the most competitive, while the larger the hybrid system, the lower the fuel consumption will be. Additionally, they estimate there will be a 22 percent reduction in fuel consumption over a 2010-spec LMP2 car.
Balance of Performance between different technologies (gasoline vs. diesel, etc) will continue, while further measures have been drafted in to promote low-cost options for privateers (see below).
The regulations, approved by the FIA Endurance Commission in June, will come into effect in 2014 and last for at least three years. Given the ongoing evolution in America, expect to see the FIA World Endurance Championship as the only series to adopt these regs.
"This is the first project we're managing on the technical side with the FIA,” explained ACO Sports Director Vincent Beaumesnil. “I have to say it's been fantastic working with them. I think we are exactly where we expected with all of the manufacturers achieving the targets.
"It was very important to consider all of the requirements of the manufacturers, teams and the environment. This is what has built our regulations.”
FUEL FLOW EXPLAINED
One of the significant talking points is the way the ACO and FIA will go about limiting horsepower and increasing efficiency. Instead of a traditional air restrictor, which limits flow from the engine’s intake, a fuel flow meter effectively performs the same function, but is instead integrated into the fuel system and limits fuel rather than air.
The major advantage comes with the ability to manage the amount of fuel used and easily adjust levels according to fuel type and the size of each car’s hybrid system. According to FIA Technical Director Bernard Niclot, the fuel flow meter is also able help in another department as well.
"What we want is to control the flow and the amount of fuel used per lap in order to avoid any race strategy or fuel economy run and this kind of thing we could see in the past,” Niclot explained. “As we limit the fuel flow, we won't need to limit the air or boost pressure or the cylinder capacity. It's a new way to make the regulations.”
The FIA and ACO are currently evaluating two different types of fuel flow meters (mechanical and ultrasonic), while a handful of cars have been already tested in FIA WEC races this year. In 2014, LMP1 cars will be equipped with two (identical) sensors, in order to increase accuracy.
"It's a completely different philosophy from today,” Beaumesnil added. “This is really the main way to improve efficiency of the car. We already know that. By not restricting the air but the fuel, we can prove a lot in efficiency in the class."
Beaumesnil says that the implementation of fuel flow meters will also allow the ACO to introduce new forms of fuels, including hydrogen power, once the technology is ready for endurance racing.
PRIVATEER OPTIONS
The FIA and ACO haven’t forgotten about the privateers through the sweeping new regulations, as measures have been put in place to help keep costs under control, yet aim to give the independent teams a better chance against the factory squads.
First off, all current 2012-2013 spec LMP1 machinery will be grandfathered for at least the first season, providing teams with a transition year before purchasing new equipment.
Once they do, privateers will have two options: to run or not run a hybrid? If they choose the latter, the car’s minimum weight drops from 850 to 830 kg, and will receive a larger fuel allocation. These cars will fall into the “LMP1-L” category, dubbed for lightweight.
If private teams opt for a hybrid system, they will be subject to the same technical requirements as factory operations. Hybrid-powered prototypes, either factory or privateer lightweights, will be considered “LMP1-H.”
All privateers will also continue to benefit from having their own sub-category in the WEC, with the FIA Endurance Trophy for LMP1 Privateer expected to retain its separate podium in 2014 as well.
Additionally, the ACO has pledged to adjust the performance levels of privateer cars to put them in a more competitive light to the factories. Those adjustments would likely come with fuel capacity and/or fuel allocation.
OTHER CHANGES
In addition to the rather complex new equivalency formulas and open engine/powertrain rulebook, as well as the slight dimensional change, new-gen LMP1 cars will also sport smaller, 14-inch wide tires, currently seen on LMP2 contenders, while also enforcing wheel tethers on all four corners.
Zylon panels will be placed on the sides of each tub, to help better absorb side impacts, while drivers will also benefit from a revised seating position in the cockpit that will give them increased visibility.
The FIA is also currently conducting a study into the foam padding and inserts used in seats and whether improvements can be made to help prevent spinal injuries. 2012 was a particularly bad year for accidents, as Timo Bernhard, Guillaume Moreau and Anthony Davidson all sustained broken backs in LMP1 cars.
While not yet fully defined, the ACO and FIA are also working to limit testing, increase the lifetime of engines and is evaluating the potential reduction of crew members and equipment through further new cost-cutting policies.
ENTRIES
With Porsche’s arrival in 2014, LMP1 is set to see a three-way factory battle between Audi, Toyota and the German marque, which still holds the most overall victories at the 24 Hours of Le Mans.
Additional manufacturers to the premier prototype ranks have been rumored, although it’s unclear if any would be ready for the first year under the new regulations.
It’s also unclear what level of customer involvement there will be for 2014.
Wirth Research is known to be developing a car, possibly again to be in association with Honda Performance Development, while Onroak Automotive, a subsidiary of OAK Racing, is eager to hit the track with its own self-built prototype as well but is looking for an automaker to align with.
Other manufacturers such as ORECA, Dome and Lola, if it manages a recovery, could also be candidates for new LMP1 chassis.
No word has been given on potential privateer engine supplies, but it would seem possible that HPD and Judd could continue with similar powerplants, while it might make commercial sense for factory teams to offer engine lease programs as well, similar to what Toyota has done this season.
The move to new regulations could also deter current LMP1 privateers from continuing in the top ranks. A stable rules package for LMP2 (see below) might make the time right for a few teams to evaluate their options, at a time which could see a significant increase in budgets.
LMP2 UPDATE
Having doubled the number of teams in the last three years, LMP2 has undoubtedly seen considerable success, primarily due to the introduction of cost-capped regulations and Pro-Am driver rules.
The current regulations will remain unchanged through at least 2015, while development has essentially been frozen on all existing cars. Only changes on the grounds of safety, reliability and serviceability will be allowed moving forward.
Despite LMP1 going to an all-coupe formula, open-top cars will continue for the lifespan of the current regs in LMP2.
Next year, however, will see some new machinery in the category, including the Lotus T128 and Mazda’s SKYACTIV-D turbo diesel powerplant. Additionally, beginning in 2013, the FIA and ACO will be able to performance balance not only engines but also chassis.
Finally, next month, the FIA World Council is expected to approve a slightly increased capped cost for a chassis at 362,100 Euros ($460,000), with a ready-to-race car, complete with engine, not selling for more than 440,000 Euros ($560,000). A low-drag Le Mans aero kit will be cost-capped at 10,000 Euro ($12,700) and engine lease at 78,750 Euros ($100,000). 2012/2013 Silly Season Notes: F 1 - Valtteri Bottas to replace Bruno Senna at Williams for 2013. | Looks like Legends will FINALLY have radios in 2013! If i had one at ACE this Feb., most likely would of saved a car, motor, wouldn't of hurt my ankle or blacked out and saved alot of cash! | |

NASCAR's three-time champion twice attempted to run both the Indy 500 and NASCAR's Coca-Cola 600 on the same day: In 1999, he was ninth at Indy and fourth at Charlotte, and in 2001, he was sixth at Indy and third at Charlotte.
He hasn't tried Indianapolis since, and has seemingly let go of his childhood dream of winning the 500. He has twice won the Brickyard 400, NASCAR's race at storied Indy.
"The hard part for me was you make that decision when you sign up to do (NASCAR)," Stewart said last January. "The decision you make, you have to come to peace with yourself with saying `I'm not going to do this.' That was my childhood dream anyway. It was hard knowing when I signed that (NASCAR) contract that I was writing off the opportunity to go race at Indy.
"It's figuring out at the end of the day what do you really want to do. I guess that's the part that even though it was hard to watch opening day of practice at Indianapolis, I'm enjoying what I'm doing, too, and this is what I want to do at the end of the day. It makes you want 30-hour days and 400-day years and we always want to do more than what we're capable of doing, but the reality is you have to pick at some point and choose your career path. This is what I've done."
Stewart ran the Indy 500 five times, winning the pole as a rookie in 1999 and leading 44 laps before his engine failed. His highest finish was fifth in 1997.
Penske said it would have to take some scheduling adjustments between IndyCar and NASCAR in order for Stewart to run the Indy 500 and the Coca-Cola 600 at Charlotte Motor Speedway, and he's not sure the two series could work together to make it happen.
"Like Republicans and Democrats, it's hard to get them on the same page," Penske said. "IndyCar and NASCAR, getting them on the same page to do a double, might be a difficult task."
But he said adding Stewart to the Indy 500 would be good for the race and IndyCar, and Penske Racing could pull it off.
"You could put something that could be pretty good," Penske said. "But I said earlier that it's hard to get the two series together on anything, and you'd have to make it work so he could get back and forth and make it be meaningful for our team. It wouldn't be worth it for him or for us if it wasn't for a full effort." | |

Only Al Unser has won all three races in a single season -- when the four-time Indianapolis 500 winner drove to victory in the Jim Hall-owned First National City Travelers Checks-sponsored car in 1978.
“To operate well all day and win one race in the Triple Crown is an achievement for a driver and a team,” Unser said. “To win a race of that distance you have to almost be perfect to beat the competition. To win all three, the circumstances for the team, crew and driver are almost impossible to achieve. The Pro Mazda Championship will utilize the same equipment as the former Star Mazda Series including the 260-horsepower Mazda "Renesis" rotary engine. The full 2013 schedule will be unveiled next week. The tradition of awarding a scholarship from Mazda for the series' champion to advance to Firestone Indy Lights competition the following year will remain in place, and a full prize money and award summary will be available in the coming days. Bill Van De Sandt, INDYCAR's Director of Operations, will remain as race director for the series.
"Everyone with the Mazda Motorsports team is thrilled that Andersen Promotions is taking over with the Pro Mazda Championship," said John Doonan, Director Mazda Motorsports, Mazda North American Operations. "Dan [Andersen] and his family-run organization are former Star Mazda team owners and have done an amazing job in developing the USF2000 Championship. Andersen Promotions is led by Dan Andersen, Owner and Chief Executive Officer, who founded and led the original USF2000 Championship from 1991 to 2001, turning it into one of the top open-wheel development series in the world. After an eight-year absence, Andersen revived the series in 2010 as part of the Mazda Road to Indy. He has also been a successful team owner in USF2000, Star Mazda and Firestone Indy Lights and currently owns and operates an extensive karting venture and test track in Palmetto, Fla.

| Tony Gilham and Team HARD have announced, they will be running up to 6 NGTC-Spec BTCC cars next year. They plan on starting the season at Brands Hatch with 4 cars. 2 NGTC Spec Vauxhall Insignias, and they are brining a new manufacturer into the series with 2 NGTC Spec VW Passat's. | |

| BTCC will also have an S2000 cup for all S2000-spec cars. They have also announce a new option tyre rule, teams will be allowed to use a soft tyre in 1 race of each 3 race event. They must choose which race to use thet yre in before qualifying. | |
